The latest tagged version of Aries Blueprint Core is version 1.1.0: https://svn.apache.org/repos/asf/aries/tags/org.apache.aries.blueprint.core-1.1.0/

Checking their dev mailing list, I do not see any vote in progress to release the library. We'll have to check their roadmap, then decide if we want to wait for the lib or roll back to version 1.1.0.
