plugin releases

There was some discussion on this list a while back about setting
certain plugins to get releases scheduled along with maven releases. Was
this ever resolved? The plugins make up such a large portion of this
project that it is important they get some scheduled lifecycle. It's
great to see focus on 2.0.3 and on, but there are some plugins out there
such as release and war that need some attention and releases. It would
be really good to have a better feeling for when to expect the next
update and to have a sense of forward progress.
