Create JIRA runbook

As per Infra requirement, create a docs/jira.txt showing how to:

Start
Shutdown
Status (or whatever else)
Debug (a walk through of the debug process)
Pointer on updating

Most of the content is already in the docs/jira/ directory, so this will probably be a summary of this and a front end to the other docs.

For format, there's a good start on an "ASF standard" Confluence runbook here: 

 * https://svn.apache.org/repos/asf/infrastructure/trunk/docs/services/confluence.txt

though, it's still incomplete. 

There's the start of a JIRA runbook in the same folder 

 * https://svn.apache.org/repos/asf/infrastructure/trunk/docs/services/confluence.txt

but the format is haphazard. The brutus.pod has a nice start/stop rundown

There's a lengthy, but evidentially untested, upgrading runbook in the jira folder.
