   ## What changes were proposed in this pull request?
   
   Improved the CM cluster configuration monitoring to stop monitoring clusters that are no longer referenced by any descriptors (e.g., descriptor deleted or modified).
   
   ## How was this patch tested?
   
   Added a test to PollingConfigurationAnalyzerTest, performed manual testing, and executed all existing tests.
