[Docs] Release Notes: Got something you want included in them?

The task of creating the 4.1 Release Notes is tracked in the bug noted
below. This is the time in the release cycle where lots of ideas pop up
about things we should be sure to mention in the Release Notes. It would be
great to have a way to keep track of those ideas. I've started by adding a
couple of items as comments in this bug.

Joe B. (jzb, zonker) currently has responsibility for creating the Release
Notes for 4.1. He did them for 4.0 also. Joe, if you see this email and you
have another idea of how you'd like to handle this, please chime in.

I'm not sure this is the best way to go, actually. 

A lot of projects track release notes on their wikis. And start doing it
much sooner.

I'll also be filling this in, but if you've been working on something
that ought to be called out in the release notes - please edit the wiki!
