To some extent the "real" issue is that we are string matching the results from tox instead of believing the exit status that it produces.

However, having said that, it is arguably an error if we ask tox to test python and there are no python versions that it is able to test!

But on the other hand - we do deliberately tell tox not to fail if it can't find versions of python that are requested!!!
