Checked the hbase-rsgroup module's code. I thought we can break this to 4 issues.
 # Move RSGroupInfoManager to hbase-server. And this will start by default. If no rsgroup config, all rs is one rsgroup.
 # Move RSGroupBalancer to hbase-server. And this is the default balancer. We still support pluggable balancer. But the user's pluggable balancer will only worked in one RSGroup internal.
 # Remove the coprocesser RSGroupAdminEndpoint. Move the RSGroup Admin call to MasterService.
 # Move the RSGroupAdminClient to Admin/AsyncAdmin interface.
