Smoke tester found an issue with maven src artifacts

RuntimeError: JAR file "/tmp/smoke_solr_9.0.0_fff71b3d56170a26757dad4515bd748084ddda41_3/maven/org/apache/solr/solr-prometheus-exporter/9.0.0/solr-prometheus-exporter-9.0.0-sources.jar" is missing META-INF/NOTICE.txt {code}
Seems like none of our source jar artifacts contain the required NOTICE and LICENSE files like the binary jars do
