Rivet 3.0.3rc1

I'm proposing a new release of Rivet 3.0.

No changes have been made to the Apache module.
This release comes with

  * a fix of rivet commands called from DIO classes: they need to be FQ, 
as this classes cannot assume the ::rivet name space to have been 
imported into the global name space.

  * A new form supported by ::rivet::xml to create self closing XML 
elements, when needed or preferred.

  the RC1 archive is avaiable from http://www.rivetweb.org/~mxm/rivet

The archive is available for evaluation before actual release voting.
