I think that maybe tricky (or possible at all) to solve in generic way for something like HTable, since generic HTable may span across hundreds of RSs, so individual ops on that can't really be local calls.

The observed behavior was specifically for usecase when TableStateManager is running inside master, so when meta is co-located operations on table state doesn't have to go thru rpc, but instead it still goes thru MetaTableAccessor which uses generic HTable API.
