Description:
At present, the doc:performJSL while available for use outside the xdoc plugin is not reusable.

It relies on the xdoc:jelly-transform having run before, to set up a couple of variables / beans (mapper / stylesheetURI).

Ideally, a plugin should be able to request a JSL transform on any document to fit into the site.  While in theory a plugin should just generate their xdoc into generated-xdocs, this may not be feasible (eg LinkCheck / TOC generator? / index generator?) due to the ordering of the goals.  

It seems counterproductive to force a full site generation just to transform a single file, when said file depends on the results of the full site generation.
