I want to create External link without PageMap entry

hi All,
 i want to create an External Link with popupsettings.i want to do  link for
one Html page i dont have any .class file for it.So how do i make it.Html
will remain on server so i want to pass an url for external link how do i
create by getting servletcontext. Can you clear me this with any example?
