Please add sparse matrix multiplication to LibMatrixCUDA library as a static method (https://github.com/apache/incubator-systemml/pull/165/files#diff-3299e54b4019b2ee294c9b15acde6885R205) to be in consistent with other libraries in SystemML. This task is dependent on https://issues.apache.org/jira/browse/SYSTEMML-701

For initial testing, we can use following testcase: https://github.com/apache/incubator-systemml/pull/165/files#diff-04c75c8061cd63e05bb7d8f8f2e89285R82 with TEST_GPU flag turned on (https://github.com/apache/incubator-systemml/pull/165/files#diff-bcda036e4c3ff62cb2648acbbd19f61aR90).
