Thanks for the advice, Phil.  As may be obvious from
the simple fact that I asked, the size of this
contribution seems to me to place it in a class of
"special case," so I believe I will run this through
the Incubator IP clearance process.  Anyone who wants
to offer any voice of experience is certainly welcome,
however.
