If a Container connects to an unresponsive or nonexistent broker, it will wait a full TCP timeout before the connection attempt times out, and it fails over to the next broker in the list. For certain applications (especially interactive ones) this is much too long. It should be possible to specify a "connection timeout" which indicates how long a connection attempt can hang before the Container will failover to the next URL in the list.
