-rc4 fooness - please grab...

the following files are fixed to extract our version tags and get the copyright
dates right from the apr_version.h source...  and make triple certain that
the final release does #undef APR_IS_DEV_VERSION (or APU_ and API_
in those respective include/ap[rui]_version.h files.)
