This worked fine with beta 3, but no longer with RC1 :(

I use WebLogic server 6.1, and I had to restart the server for changes to be effective. Is there a reason that this has changed?

I have the same problem and I hadn't root acces to my 
Tomcat server. So I solved this problem by undeploying and 
redeploying my service.
Simply use :
java org.apache.axis.client.AdminClient -
lhttp://localhost:8080/axis/services/AdminService und 
deploy.wsdd
and then :
java org.apache.axis.client.AdminClient -
lhttp://localhost:8080/axis/services/AdminService 
deploy.wsdd
