Current HierarchyDynamicMBean can be used to create MBeans ONLY for loggers that
allready exist in log4j configuration. It would be usefull if we can dynamically
create a new logger from a JMX console and get the associated logger MBean.

Typical use case : 
Create a new logger for a specific package or class (assuming class name is used
as logger category) and change level from JMX console to get relevant runtime
debugs when problems occurs on a production application.
