    CLean up odds and ends.
    
    - Use EMPTY constant.
    - Move a guard clause down to the implementating method from wrapper
    method.
    - Remove dead comments.
    - Remove duplicate null check.
    - Remove duplicate empty-string check.
    - Use Charsets.toCharset).
