svn_delta_editor_t->add_file

When using the svn_delta_editor_t returned from svn_ra_get_commit_editor for
a local filesystem repostiroy, is it to be expected that the copy_path
supplied to #add_file be a path that includes the repository Url as a
prefix?

I mean the supplied (target) path is just the offset within the repository,
but the if I supply a copy_path that is just an offset then it fails with 
"Source url '%s' is from different repository".
