   @szetszwo based on your patch, I have added some fixes and improvements.
   
   Should we change the default timeout of ratis shell in this PR also?
   
   | TransferLeadership by | default timeout |
   | --- | --- |
   | client (ratis shell) | `3s` (hard-coded) |
   | client (non ratis shell) | default request timeout |
   | server (priority yield) | random election timeout |
