This is due to an issue in Felix FileInstall 3.7.0/3.7.2.

I fixed that in FileInstall 3.7.4 (and so in Karaf 4.2.15 currently in vote). I suggest to upgrade to Karaf 4.2.15 (that will be available tomorrow).
