Fixed on trunk at [r1814052|https://svn.apache.org/r1814052].

Writing a test to make sure that all resources being opened get closed too would have required a lot of plumbing.

Btw, although file handles don't leak for previous versions, but I think closing opened resources is anyway a good idea. I'd backport the change to relevant branches.
