[PR] chore: move mailbox MiMa filters to 1.8.x.backwards.excludes [pekko]

### Motivation
#3627 backported the Mailbox `ForkJoinTask` removal (#3621, #3628) to `1.8.x`, adding its MiMa filters under `1.8.x.backwards.excludes`. On main, the same filters still live under `2.0.x.backwards.excludes`.
### Modification
- Move `actor/src/main/mima-filters/2.0.x.backwards.excludes/mailbox-not-a-forkjoin-task.excludes` to `1.8.x.backwards.excludes`.
- Make its content match the `1.8.x` version from #3627, which adds the `BalancingDispatcher$SharingMailbox` `MissingTypesProblem` filter.
### Result
The MiMa filters on main match the release where the change first ships.
### Tests
- `sbt "actor/mimaReportBinaryIssues"` passed.
