   The solution itself works: 
   - verified manually [on travis](https://travis-ci.com/github/kszucs/xbow/builds/231109440)
   - verified [by the reporter](https://travis-ci.com/github/kszucs/xbow/builds/231109440)
   
   I'm going to defer the following two to follow-ups, because they consume a lot of time:
   - we should ensure that this doesn't happen again silently: https://issues.apache.org/jira/browse/ARROW-13209
   - ensure that vcpkg caching works properly
