[RFC] stdcxx compatibility and versioning policy

The first draft of the stdcxx compatibility and versioning policy
(derived from an internal Rogue Wave document on the same subject)
is available for review:

Does this make sense to everyone? Are there any questions or
comments? If not, I plan to put it up on our site sometime
this week and start a vote to make our the official policy,
so this would be a good time to provide feedback.
