Revised Announce 2.2 for tomorrow

There are several major changes; condensed security details (citing
CVE references, rather than detailed descriptions as in the past, or
none as in recent announcements); dropping most reference to 1.3/2.0,
and no reference to VERSIONING (a bad idea to have links to live svn).

Edits welcome, this will go out in the morning as the mirrors have
caught up to this release... thanks everyone!
