Based on the discussion in YUNIKORN-582, we decided to add a soft/hard gangScheduling style to provide more configurable behaviors for GS. This JIRA is to track the work to add the parameter on the shim side. This will be specified as part of the pod's annotation: yunikorn.apache.org/schedulingPolicyParameters.
