The ban has been in place long enough that it exceeds the retention period for our detailed logs, so we do not have information on what project it may have been, or even if it was malicious -- the blocker script is an automated tool that bans based on certain thresholds, which may be triggered simply due to the fact that this is a NAT connection for many people. 

I have removed the ban. If this occurs again, we will open higher level discussions with IBM on how to approach this.
