According to the documentation page http://maven.apache.org/plugins/maven-pdf-plugin/examples/configuring-reports.html one should file a bug in your issue tracker if I use a SNAPSHOT plugin which fails with the PDF plugin.
I have also raised an issue on the findbug project.
