Bulk resolve of closed issues imported from GitHub. This status was reached by first re-opening all closed imported issues and then resolving them in bulk.

> PhoenixOutputCommitter handles the final commit and closing of the connection. This is called at the end of a M/R task, and is the place to perform the final commits and closing of the database connection. Ideally, we should also be able to rollback in case of a task failure, but this will require some more thinking and discussions as it is not straightforward to implement the same on HBase.
