In Flink-13335, we have aligned the SQL CREATE TABLE DDL with FLIP-37, mainly for the data types, but for the DML and sql queries, we still only support the old data types(cast expression and literals). We should sync the data types for DMLs also.

For reasons of the implementations, we decide to postpone this to 1.10.
