httpd 2.2 ./buildconf in the future-imperfect tense

[wrowe@s170 httpd-2.2]$ ./buildconf

You don't have a copy of the apr source in srclib/apr.
Please get the source using the following instructions,
or specify the location of the source with
--with-apr=[path to apr] :

    svn co http://svn.apache.org/repos/asf/apr/apr/trunk srclib/apr

You don't have a copy of the apr-util source in srclib/apr-util.
Please get one the source using the following instructions,
or specify the location of the source with
--with-apr-util=[path to apr-util]:

    svn co http://svn.apache.org/repos/asf/apr/apr-util/trunk srclib/apr-util

This seems odd in production, especially if apr trunk might be bumped to 2.0
and we still use apr-1.x for httpd.

It seems the message should recommend they obtain the appropriate tarball,
or by tag.

Yes, we run ./buildconf for our tarball, but it doesn't prevent the user from
re-running ./buildconf and becoming confused, especially if they installed apr
without a source apr tree handy anymore.
