[announce] Apache Board creates Beehive TLP

  I heard from Cliff yesterday that the Apache Board voted unanimously
in favor of a resolution to make Beehive a top-level project.  This is
a great milestone -- congratulations to all!  The PMC as proposed to
and accepted by the Board is:

 Rich Feit
 Kyle Marvin
 Eddie O'Neil (VP / Chair)
 Daryl Olander
 Cliff Schmidt
 Davanum Srinivas
 Ken Tam

  Cliff, feel free to fill in any additional details as needed.

  Logistically, the SVN repository and website will transition out of
the Incubator and onto the new Apache URLs over the next few days.
