The warning message was there - but only appeared if LogLevel was set to
"debug". I changed the message to something more intelligent, and set
the log level to warn.

No - the "select a module" code has a dropthrough, if no modules are
selected, because of configuration, or because no submodules are loaded,
a warning gets logged saying that the config should be checked.
