[dispatch-router] 1.16.0 now in freeze..

Folks,

We've entered feature freeze for 1.16.0:

https://github.com/apache/qpid-dispatch/commit/22689e4f95ae1945e61eec814d3ab3e2d4259f04

Now's the time to start testing and stabilizing 1.16.0.

The goal is to produce the 1.16.0 release candidate in two weeks.

The main branch is open for 1.17.0 development. Sticking with the same 13
week release process the schedule for 1.17.0 will be:

1.17.0:
Start of Development Phase: 4/26/2021
Start of Feature Freeze: 7/05/2021
RC Release: 7/19/2021

Folks,

A very attentive reader correctly pointed out that the 1.17.0 schedule
results in a release interval of 10 weeks, not the proposed 13 week
(quarterly) interval.

My bad - I didn't factor in the overlap between 1.16.0 freeze and the
1.17.0 development phase.

So here's an updated 1.17.0 release schedule that targets that 13 week
release interval:

Start of Development phase: 4/26/2021
Start of Feature Freeze phase: 7/26/2021
RC Release, start of vote: 8/9/2021

Sorry for the confusion.
