Timeout limit should be different for different kinds of queries. For example, resource pool for adhoc queries may set EXEC_TIME_LIMIT_S to 60s. Resource pool for building pre-aggregaions or other ETL may need a larger EXEC_TIME_LIMIT_S like 30 minutes.
