[Axis2] 1.4 Release Management / Planning

How about we cut a Axis2 1.4 RC1 end of next week (14th) to get things started? We can do one RC a week or so.

Yep. The release is all ready and good to go. However I've not seen
the required number of votes for the release (I suppose lazy consensus
would not count for releases:)) so please take some time to play with
the artifacts and vote

I have been experiencing intermittent difficulties locating dependency
plugins for axis projects from remoteRepository
and requesting release manager to create a simple ANT build.xml for each
pom.xml
