The http://www.w3.org/2000/10/XMLSchema[-instance] namespace was pointed by
XMLSchema CR dt:24-oct-2000 which has now become a XMLSchema REC which says:

The XML representation of schema components uses a vocabulary identified by the
namespace name http://www.w3.org/2001/XMLSchema.
]]
and
[[
XML Schema: Structures also defines several attributes for direct use in any XML
documents. These attributes are in a different namespace, which has the
namespace name http://www.w3.org/2001/XMLSchema-instance.
