[MailboxAPI] Events

IMAP requires that information about other activity within the mailbox
for example, new mail added.

however, this mechanism isn't good enough ATM - FLAGS.SLIENT does not
work. the client may specify that (in this case) they are not informed
but other users should be. the current design looks weak.

ideas about improving the design of this area?
