I am looking at a way to make the encoding configurable and will integrate your patch when I get that resolved. I have also change MavenUtils quite a bit so I will merge your patches when I can.

when I write myself message.properties, I need use \u00c5\u00eb\ replace my charset.
this patch solve this problem.
