Same behavior on macOS Catalina. Steps to reproduce:
 * clone [https://github.com/jenkinsci/ci.jenkins.io-runner]
 * open pom.xml in the editor
 * click on Graph

NetBeans will take close to 400% of the CPU and takes more than 15 minutes (did wait for completion, forced quit)
