The source and binary archives often need to distinct LICENSE and NOTICE files. The ones in the root of the project tree typically reflect the source release. A binary convenience archive is often going to need its own version of the files, reflecting its actual contents and bundled dependencies etc. At least for LICENSE, this is definitely one of those cases.
