Tracking bug for making RU checks configurable through upgrade pack xml. Also changes in for AMBARI-12821 should be backed out.

So I can see that we're moving this out to a config file so it can be customized for different stacks. However, what about the checks like HiveDynamicServiceDiscoveryCheck which would now not be valid for other stacks, like PHD. It does a stack name and then version comparison to see if it's valid. 

I know that there is an initiative to move these checks into the upgrade packs instead of having them declared in code. What's the urgency of this fix? Instead, could the effort be made to move them into the upgrade XML packs instead of being dynamically discoverable?
