Description:
Cluster must have a property for 'DelayDuration' (the name is discussable). It is same thing as DD, see [https://docs.google.com/document/d/1FX6ittSd1S4lGyudB2GDFqXU1fYniuSXAncI-kDLBIk/edit#heading=h.ejtx8s9x3xh7]
