exclusive lock during check out

Hello,

I am using Subversion on Apache.

 

I want to check out a file from my repository with "exclusive lock"
proprerty.

As you know, by its default features, everyone can check out a file. No
exclusive lock is used in the system.

But a program that I use needs to see the file with "exclusive lock" to
check out from repository.

 

How can I change my settings to use this feature?
