This ticket is for creating the interface between SCM and DN. The new interfaces are as follows:
 * SCM -> DN
 ** SCM send DiskBalancerCommand to datanodes to control/update diskBalancer
 * DN -> SCM
 ** DN report DiskBalancerReport to SCM via heartbeat
