Yes, definitely. Until the project is formally moved.

Perhaps Infra should be asked to revert the change that gave write
access to the repo.

This is not good. XMLBeans still lives in attic and no changes are
allowed.
I think you need to roll this commit back as well as the previous one
until we clear a new home for XMLBeans.
