php_value setting don't work in separate config files

I'm using Mandrake 7.2 with the latest Apache what comes with it.
I store my every virtual hosts config in a separate file in a directory
(every file contains only one virtual server config). I add this directory to 
an include statement in the main httpd.conf file. My problem is: 
I cannot issue php_value entries in these separate files but in the httpd.conf 
these settings works. I'm useing the latest php (php 4.2.3).
Let us see an example:

the working separate file:

ServerName test.mydomain.com
Alias /cgi-bin/ "/home/h2/www/cgi-bin/"
User h2
Group client

DocumentRoot /home/h2/www

<Directory /cgi-bin>
        Options ExecCgi
        AllowOverride None
        Action php-script /cgi-bin/index.cgi
        AddHandler php-script .php
</Directory>

<Directory />
        AllowOverride None
    Options None
</Directory>

</VirtualHost>

the non working file:
