It looks like in the JIRA for groovy people can assign issues only to the committer or administrator groups there. Looking at the permissions I find

Assign Issues:
    Project Role (PMC)
    Project Role (Committers)
    Project Role (Administrators)
    Group (jira-administrators)

Assignable User:
    Project Role (PMC)
    Project Role (Contributors)
    Project Role (Committers)
    Project Role (Administrators)

so a normal user can do nothing of this. And... even though I am one of the project administrators I am unable to change permissions here. Is this all intentional?
